New Delhi: The HRD Ministry`s effort to
introduce bills envisaging major reforms in higher education,
including the one for setting up educational tribunals, in the
current session of Parliament may get further delayed with the
Cabinet deciding to set up a Group of Ministers on the issue.
The Cabinet yesterday decided to refer the bills --
one on setting up educational tribunals to settle disputes in
campuses and another for checking malpractices in institutions
-- to a GoM, which is yet to be announced, the HRD Ministry
sources said.
The Ministry had drafted the Educational Tribunal bill
which provides for setting up of tribunals to settle all types
of disputes, including any type of malpractice or harassment.
The other bill on checking malpractices prescribes for
penal provision for institutions and individuals involving in
malpractices like non-delivery of promises, charging
capitation fee and other types of exploitation of students.
The HRD Ministry has prepared another bill for
creation of a national accreditation body. The bill is
expected to come before the Cabinet soon.
The accreditation body will give registration to all
types of institutions, including those offering medical
education. Sibal had earlier said that the Ministry will try
to introduce these bill during the Winter Session.
