Human Resource Development Minister Smriti Irani today announced that top three winners of 'Bal Samagam', a program of school students, will get encouragement amount of Rs one lakh from the Centre and expressed confidence that the concept of Bal Samagam and Bal Sansad will change the impression of government schools.
