New Delhi: A Parliamentary panel on Monday recommended evolving a national policy for creation and abolition of Legislative Councils in states so that the second chamber does not depend on the "whims and fancy" of any newly-elected government.

Parliament`s Standing Committee on Law and Personnel in its report on the Rajasthan Legislative Council Bill has said there is a need to evolve a national policy conscientious with regard to creation/abolition of Legislative Councils.
