Parliament Highlights: Rajya Sabha passes the Insolvency and Bankruptcy Code (Amendment) Bill, 2019

The issue over Samajwadi Party (SP) MP Azam Khan's statement in Lok Sabha regarding officiating Speaker Rama Devi last Thursday has not yet died down. Khan along with party chief Akhilesh Yadav met Speaker Om Birla ahead of the beginning of Monday's proceedings. Rama Devi was also called in to meet the Speaker.

Lok Sabha has been witnessing uproar since Thursday over the issue with lawmakers from across all parties demanding an unconditional apology from Khan. The Lok Sabha Speaker had also held a meeting with Opposition parties' leaders and said that Khan should apologise to Rama Devi over his remarks. Several women MPs too had condemned Khan's statement.

Harsh Vardhan said the bill, which provides repeal of the Indian Medical Council Act, 1956, proposes that fee fixation of 50 per cent seats in all private and deemed universities shall be done in accordance with guidelines laid down by NMC which will bring these seats within reach of economically weaker sections. "The National Medical Commission Bill 2019 which has come up for consideration and discussion today is a pro-poor progressive legislation, set to be a game-changer to bring about transformational reforms in the medical education sector," he said.

Lok Sabha took up discussion on a bill that seeks to create National Medical Commission in place of Medical Council of India (MCI). Health Minister Harsh Vardhan said it is a progressive legislation which will help meet challenges in the medical profession. Moving the bill for passage in the House, Harsh Vardhan said it has a provision for creating a separate national register for adequately qualified allopathic allied health workers. "This will make available a larger number of community health providers for national disease control programmes," he said.

After Azam Khan's apology, Samajwadi Party chief Akhilesh Yadav trained guns at the BJP raising the issue of the accident of Unnao rape survivor. He said: "Azam Khan ji has said what he wanted to say. What about the 'beti' in Unnao? We should also talk about that."

On Azam Khan's apology, Lok Sabha Speaker Om Birla said: "This House belongs to all and it runs on support from everyone. Members must refrain from using language that affects the dignity of the House."

After Khan's apology, Rama Devi says that the SP leader makes such comments out of habbit. "I do not come to the House to listen to such language. Azam Khan is in a habbit of making such comments. He has done that in the past too against others," she said.

In his defence, Azam Khan said, "I had earlier also said that Rama Devi is like a sister to me and I can say this a number of times too. I had no intentions of saying anything derogatory. Parliament knows my language and my mannerisms. Despite that, if the Speaker feels that I have made a mistake, I apologise for the same."
