Patna, Jan 06: The Bihar government today ruled
out holding talks with Naxal outfits along the lines of Andhra
Pradesh in the 'given circumstances' prevailing in the state.

Yesterday's blast that claimed the lives of Munger
Police Superintendent K C Surendra Babu and six other
policemen was a part of the retaliatory action by the CPI
(Maoist) Naxalites, who had been banned by the government from
holding their rally here on December 9, Chief Secretary K A H
Subramanian told reporters here.

"The blast targeting the policemen has forced us to
rethink how to tackle the Naxalites' menace. The present
atmosphere is not conducive for holding talks with the
Naxalites," he said answering queries by the scribes.

The government was considering a special Naxalite cell
in the police headquarters here. "We have an IG (operation) at
present who supervises the operations against Naxalites but we
will soon have a full-fledged Naxal cell to effectively check
Naxal violence," he said.

Special measures were being taken to ensure fair, free
and peaceful poll in the Naxal-hit areas in Bihar, which is
scheduled to go the hustings in February, he said.

Subramanian said as per the established norms, the
government would provide compensation of Rs 10 lakh to the
families of each of the slain policemen, besides a government
job to an eligible member of their families.

The state government would also take care to provide
permanent residential facility for the family of the slain
police superintendent and meet the educational expenses of his
lone daughter, besides providing adequate monetary assistance.
